Besides the rooftop garden, there is a self service kitchen at level seven of Seoul Youth Hostel.
I don't think foreign tourists would cook while they are traveling in Seoul. The local tourists may be would like to cook during their stay in Seoul Youth Hostel.
Cooking is truly fun if you enjoy it.
